The Meeting had under consideration the
report and recommendations of the Commander-in-Chief,
China, arising out of the piracy of the S.S. TUNGCHOW
in January 1935, which had already been under
preliminary examination by a small Admiralty conference.
The Chairman opened the discussion of the various
questions involved by indicating the tentative conclusions
arrived at by this preliminary conference.
